| OPTIMUM REVIEW OF STRUCTURES. |

As common practice in Vietnam, at any time when investment made in construction projects, the Owner shall always think about saving costs (saving of materials, manpower, bidding for lower costs). However, there still one thing that need to be saved but the investors have not paid special care or knew but had no idea of it shall be started, i.e. optimum review of structures. The Owner might have high cost-savings by bidding procedure, in materials purchasing, but do not care about concrete and steel reinforcement amount in surplus structures because the Owners had idea that designer has calculated and reviewed by other party. We had several years working experiences in civil works and, to our points of view, have witnessed some following structural design which waist costs as follows:
ICCI shall perform design review apart from satisfying compulsory requirements of all projects, but also calculation for optimization of structural elements in within structures for reduction of investment costs with philosophy as above such as Execution costs shall be equal to 5% of saving cost - costs shall not be applied in the event of no savings/reduction. By practical, it might be decreased by 20% of costs for buildings, 10% for high-rise building.
